This book constitutes the refereed conference proceedings of the 21st International Conference on Web-Based Learning, ICWL 2022 and 7th International Symposium on Emerging Technologies for Education, SETE 2022, held in Tenerife, Spain in November 21-23, 2022. The 45 full papers and 5 short papers included in this book were carefully reviewed and selected from 82 submissions.
