This book investigates the links between institutions and public policies with specific reference to transport. It opens by examining the main arguments for government intervention and regulation of local transport, explaining the case for integrated transport authorities on the basis of literature on transport economics and metropolitan governance. The potential impacts of institutional change on the policy efficiency of institutions are then examined. Key traps for institutional designers are identified, the baseline hypothesis being that all of these traps must be avoided when reshaping institutional settings to achieve desired policy outcomes and solutions. Two in-depth case studies on institutional change in metropolitan transport (in London and Barcelona) are presented with a view to testing the aforementioned hypothesis and providing new insights into the ways in which the two transport institutions in question were reformed. The concluding chapter identifies lessons for institutional designers and highlights the results that may be expected from the constitution of an integrated transport authority.
