The story of Glenn Alan Hart follows the life of Glenn and his family in Upper Midale, Ohio, a community beset by political turmoil over a deteriorated water system. The story notes the costly conflicts, intrigues, upgrades and repairs required to that system to ensure a safe quality water supply. Political opportunists who have a stake in maintaining the status quo and their employers' industries plot to attack Glenn. He is a new city employee learning the cultural footprint of the town. It is in this tumultuous environment that Glenn Alan, his wife Lou Ann and their family struggle to survive. Glenn deals with a sinister ex-husband and his mysterious assistant who threaten the life of Ella Angel Hinchee, one of his office employees. He struggles to understand a sardonic consultant, Thomas De Natas, who creates many problems for him. Faced with many potential conflicts of interest in a modest sized city, Glenn tries to do the right thing, resulting in a high personal cost for him and his family.
