Gegenstand der Verfahren war die strafrechtliche Verantwortlichkeit für das DDR-Grenzregime und dessen Vollzug. Hunderte von Menschen wurden erschossen oder kamen durch Minen oder Selbstschussanlagen zu Tode. Angeklagt waren die unmittelbar handelnden Grenzsoldaten, deren Vorgesetzte sowie Angehörige der militärischen und politischen Führung der DDR, darunter Mitglieder des Nationalen Verteidigungsrates und des Politbüros.
